A once thought dead ex-con with an expertise in mad cow disease and anthrax suddenly reappears in Waikoloa. Jotty, Jim, and Haruko become entangled in this almost unbearable suspense. An out of shape bureaucrat, a gun-slinging Texas cowboy, and a beautiful Japanese National Police investigator, are the FBI's new counter-terror team assigned to stop the Red Summit from their mad cow tainted plot.
