Flash floods typically develop in a period of a few hours or less and can arise from heavy rainfall and other causes, such as dam or flood defense breaches, and ice jam breaks. The rapid development, often associated with a high debris content, can present a considerable risk to people and property. This book describes recent developments in techniques for monitoring and forecasting the development of flash floods, and providing flood warnings.
This book describes a holistic and integrated method to assess and design effective flood warning systems. Aptly named the 'Total Flood Warning System' (TFWS) approach, it has been used by the author for several communities, particularly in the state of Victoria, Australia. However, although he draws mainly from his Australian TFWS experience for this book, the TFWS approach could be used to effectively warn any flood-prone community throughout the world.
