In the town of Mill Creek, after the nightmare year of 1977, people began to believe that someone or something was living in the Mill Creek Shopping Center, after years of silence the legend reemerges and manages to get the store reopen after it shut down. While living above the store in the ceiling the legend of Paper-Face continues and goes after random people who he believes to have been chosen for his mad desires. Believing that he has the power to chose who dies and lives, Paper-Face slips between reality and a made up world that he has created which could lead to his downfall.
