He stood in the well before their judge and under oath declared, "Last year, and for many years before, I did not fill out IRS tax forms and hand them over to the government, and I never will." He has never been arrested for what he has not done, or for what he, under oath, bore witness to having not done. The American government had not protected his Blessings of Liberty. He trusted those simple words & took a stand, challenged the American government, & he stood against that government behind only a paper shield - The Constitution of the United States of America. His shield has protected him for forty years. His is a mighty shield!
