A wealthy business owner is determined to rid the city of homeless vagrants, and others with serious mental illness as well. His covert vigilante operation has been responsible for the abduction and disappearance of hundreds of people in recent years. When Professor John Weston Parker vanishes while attending an academic conference in the city, young attorney Brian Parker responds to the situation. And the secret force of vigilantes will not be disrupted or destroyed. This story focuses on how our society deals with homeless and mentally ill people. Readers are asked to consider the morality of the eugenics and Nazi era, versus today's apparently ineffective legal system and government programs. Should these troubled people be allowed to misbehave leading to criminality. Or should they be institutionalized to provide peace and safety for the rest of our society?
