Harper's book is going to put powerful judges and senators in jail for corruption. Wanting her dead before she can publish, they hire the Director of a contract killer organization to assassinate her.

Riker is asked to keep her alive. As she visits the crime sites in her book he fights to protect her. From mountain homes in California to the depths of the Gulf of Mexico, he struggles to keep her alive. Their battles are hindered by a complex relationship. Riker refuses to get close to Harper, worried it could distract him enough she could be killed. Harper has little to lose and pursues him.

Riker finally brings her aboard his WW II converted Battle Cruiser to try to keep her safe, but the contract killers find them and attack. Fighting off high-speed attack boats and Black Hawk helicopters, they have little chance of survival.
