The chance discovery of a terrorist cell planning to explode a radioactive dirty bomb on mainland Europe leads to a desperate chase to stop it happening. The plan was put together by a senior British Officer working amongst the highest echelons of the British Government. Secret services from a number of countries have to work together to prevent this atrocity.
