The environmental management of specialized terminals is still an issue that has not been dealt with much in the field of management sciences, in that it remains a very practical field. It involves mastering technical and administrative tools of a regulatory nature that are imposed on the company. If these tools fill in most cases the inexistence of environmental management systems within companies, it is to be noted that some organizations without EMS such as the Mineral Terminal at the Autonomous Port of Abidjan are struggling to implement them. This reality justifies the nuisances generated by its activity, underlies the increased complaints from local populations, negatively influences its compliance with regulations, and consequently deteriorates its relations with local residents. Our study is interested in this problem and attempts to situate the context, explain it and analyse the factors of recurrent complaints about the nuisances observed on the well-being of the population. It also attempts to demonstrate that the lack of a societal dialogue is the cause of the recurrent complaints of the local population.
