The book assesses the impact of the reforms in power sector on equity, efficiency and service delivery in Odisha, the first Indian state to implement reforms in the sector. The book highlights the political, administrative and management patterns of the power sector of Odisha and its impact on its efficiency. The impact of reforms particularly privatization on poor in terms of accessibility, price structure, subsidy targeting, working of the special provisions taken to provide electrification to the people living below poverty line has been assessed. The book examines the nature of accountability, transparency and participation of the stakeholders involved, the nature of the work culture among the employees mechanism of ensuring responsiveness of service providers and decision makers and its implementers and the management pattern (good governance practices) and concludes that these factors are better explanatory variables for the effectiveness and efficiency of the sector.
