Recognition of property rights and tenure security are key in REDD implementation to be successed. In fact, forest property rights and tenures are often unclear, contested and overlapped which also happens in Indonesia. Early efforts in enhancing current system including legal system in order to be ready for implementing REDD has been taken. However, there are still any doubt whether the developing system able to address issue of property right security.
