There has been controversy over deaf education in response to a need for a more appropriate means of communicating with deaf children in all educational settings throughout the world. This controversy has led to a change in methodology from oral methods to Total Communication, to Sign Language and currently to bilingualism. For 28 years (1956 ? 1986) education of the deaf in Kenya was through the oral system.
