Planning and achieving development goals in Nepal are most challenging as the political leaders here have interests of making money, appointing close relatives and using project resources in addition to perpetual acute shortage of resources with instability of governments. Systemic corruption though is the result of agent provocateurs as a local agent, consultant, friend, minister or even more surprising member of the society in or outside the country. The problem starts with an inappropriate designs based on a false feasibility studies, surveys on a photocopied project documents hardly read by concerned authorities - project management always keen on finding ways in increasing costs. Impunity is accelerated as the concerned agencies often assist political vendettas and real culprits are mostly acquitted to be promoted being fully trained on corruption. Majority population being practically illiterate, development comes for few persons, national capacity building is never given a thought resulting in practically no involvement of stakeholders' in monitoring of various aspects of projects leading to negligence in fulfilling of duties by the concerned officials.
