The perennial leadership challenges of leading through change and utilising new information technology (IT) within the public sector, inspired this book. Reported is a leadership study of the Australian Public Service (APS) which captures the reality of the demands made on public service managers and their capacity to manage change especially when driven by effectively adopting new information technology (IT). The study emphasises that managers can be developed to be effective leaders, sensitively balancing their vision of the future with the dynamics of the demands they face. The inquiry contrasts manager's attitudes, values and behaviours against organisational circumstances in determining the effect of context on managerial action. Insights as to the leadership practice within the APS can be used as lessons of leadership development within public services.
