The introduction of invasive marine species into new environments by ballast water has been identified as one of the greatest threats to the ocean. It is believed that over 3,000 species of plants and animals are being transferred daily in ballast water tanks. The invasion of certain species into new marine environment impacts on commercial fishing and environment at large. It seriously affects human beings in numerous ways. There were several international efforts to control bio-invasion but did not have universal application. The International Convention for the Control and Management of Ships Ballast Water & Sediments has been drafted taking into consideration the need to implement a sui generis instrument to address the issue. However, this convention is yet not in force. There should be a pragmatic approach not only to control the pollution but also to assist countries financially to implement the measures more effectively and help people who are victims of bio-pollution.
