The history of lobbying in modern Lithuania is not long but it has some distinctive features. The most important one is the attempt to regulate lobbying according to strict Anglo-Saxon legal model and clearly determine its legitimate and illegal forms. This modeli is based on the system of permits for legal lobbying forms and, conversely, prohibition of non-legitimized lobbying phenomena. Has it been a success? The author of this monograph is trying to answer this question.
