I wish to provide to the readers of this book the different guidelines that should encourage them to invest in Health Domain in Rwanda, the results should give you the Rwanda health situation related to the service delivery from the donors. The study found that the reasons for the emergence of PBF on the policy agenda in Rwanda were largely poor healthcare services 28%, poor health indicators 24%, and results of a pilot project in Rwanda by NGOs 21%. The suggestions to guide policy makers in development of appropriate and sustainable Performance-Based Funding system and delivery of health services in Rwanda were found to consist of increasing pay for doctors 23%, recruiting more healthcare staff 19%, developing better monitoring and evaluation systems 16%. Unless doctors are well motivated, they will not be able to offer better services. It is also important to recruit more staff especially medical doctors, midwives and nurses due to the nature of the burden they were facing. The Ministry of Health should also enhance a national Performance-Based Funding database to assist the district steering committees and the national level in management of the fund.
