This book is focuses on urban councils? human resources development. Academics and practitioners in local governance should not miss it. The researcher identified a problem that many of the elected councillors in Zimbabwe urban councils were semi-literate or illiterate. Their professional qualifications are very low. Qualifications are not adequate for institutions operating in a rapidly changing environment. The problems of Zimbabwe's urban councils are huge and need highly qualified officers or officials to deal with them. The problems range from shortage of clean water, electricity, transport, employment to issues related to health and hygiene. Training is a good strategy to enhance local good governance. However, training is not the panacea for all urban councils' ills but rather it could be applied in conjunction with other strategies.
