Then many recruitments of public officials occur in Indonesia and tend to become massive recruitments however this conditions generate bad public officials. The bad public officials undermine decentralization system in Indonesia. This is my hypothesis in this book. The big questions are why the bad public officials emerge in Indonesia? What are the impacts of bad public officials in Indonesia? Why the public officials could undermine decentralization? This book is tried to answers these questions and the hypothesis.
