The recent expansion of private higher education hasthus not only opened the door for the privileged toaccess better quality education, but it has helpedthose within the elite that would not normally getaccess to higher education the means by which toenter this form of provision. This has hadsignificant impact on the quality of HE and researchin Bangladesh. It is important thus that issues ofgovernance and regulation with the private HE sectorbe addressed since it affects the whole HE system. Earlier, private education was provided on a verysmall scale and was not a major concern of publicpolicy. A further problem in Bangladesh is that theruling elite do not always confirm to the rules andregulations of the state system. As the mainconsumers of private education this means thatprivate education provision often lacks thegovernance and control to make it an effective formof provision. Thus the huge responsibility of publicpolicy is to ensure a regulatory environment that isable to deal with these concerns.
