After the defeat in the revolution of 1848, the new Prussian government - established by the upper-class and the reform-orientated nobility - not only brought the revolutionary dynamics to a halt. It also implemented constitutional monarchy by reforming the state with constructive measures. But its plans for a federal Germany failed because of the opposition of left-wing democrats on the one side and the Prussian king's on the other.
