As a result of events occurring as a result of the Orochi Matter, interim president Tyranny Justice decides to make her position a permanent one by accepting the request to run as an official candidate in the upcoming election. While Tyranny's campaign seems all but guaranteed to win with the help of reformed supervillain Scarlett as her running mate, the interim president finds that she isn't the only one campaigning for her president. With her own evil twin, as well as a hoard of supervillains interfering in Tyranny's campaign, there's only one person President Justice can call-and it ain't Superman.
