Rev had his work and his friends but what he didn't have was the one thing he always wanted, Tara. They grew up together and she was his best friend Angel's sister but that never stopped him from seeing she was more than just the "little sister." Rev knew Angel was very particular about the guys his sister dated so he wasn't completely sure how Angel would take to him being the one that wanted his her. Tara was about to go off to college finally but before she left, she needed to address the one thing that she always wanted, Rev. He was her big brother's best friend but with as protective as Angel is, she wasn't so sure that he would be OK with her wanting more than just a friendship with Rev.
