In Coastal City, a small subset of the population has mysteriously started developing Abilities. Some use their new powers to help while others are forced to deal with the strange side effects that can come with the more powerful abilities. There are also a large group of PWA's (Persons With Abilities) who attempt to use their newfound powers for personal gain or just to cause chaos.
