An ambitious writer and his retired FBI friend join in the hunt for a small gang using lost dogs as a lure to attract children whom they abduct. As they make progress, the gang targets the writer and the FBI. Hoping to evade the gang, the writer goes to New York;however, this decision only complicates the dangers. With the lives of their families, the captured children, and the city of Phoenix, Arizona at stake, the two men and their brave wives must unite to end the threat.
