Williams, a Navy Vet, tells the story of the body of a Black Serviceman washing up in the "Shit River," near the Naval Base, and MIS Investigator Rick Baptiste' quest to get to the bottom of "who did it and why." Williams intertwines the government and the military with; race, class, imperialism, human exploitation, greed, murder, and music. Rick's love of music will have you humming the tunes of Eckstine, Lee Morgan, Coleman "Hawk" Hawkins, Kool and the Gang, Four Seasons, and James Brown as his investigation takes him into the shanty town of Olongapo City - "PO Town" - a City that sprang up outside the U. S. Naval Base to service the millions of Sailors and Marines that transitioned through P. I. "PO Town" is filled with sex, drugs, crime, pedophilia and thousands of G. I.'s.
