This is the inside story of how a small group of people negotiated an arms control agreement that would dramatically change the balance of power within the former Republic of Yugoslavia, and that would take the central part of the powergame out of the hands of the military and political leaders. The negotiation was a follow up of the Dayton Agreements that stopped the bloodshed and horrors, and brought peace and hope for a better future. 18 years later, Serbia, Montenegro, Croatia and Bosnia took over full responsibility of the agreement. Today, no one believes that a new war will break out soon. A Norwegian General, Vigleik Eide, was chosen to chair the negotiation with the Author as his primary diplomatic adviser. The Author sketches out the political and military context, the negotiation, and the follow up until today.
