The Ministry refused to disclose the briefing notes in their entirety under ss. 14(solicitor client privilege) and 22 (harm to personal privacy) of FIPPA. The adjudicatorfound that s. 14 applied to all of the information in dispute except for third partycorrespondence attached to one briefing note. The adjudicator also found that s. 22 didnot apply to the correspondence. The adjudicator required the public body to sever thecorrespondence under s. 4(2) and disclose it to the applicant.
