DECEMBER 1983- Subic Bay, the Philippines- Two agents from the Naval Investigative Service are assigned the case of a young sailor found severely beaten onboard the USS Texas. Agent Darvell Jackson and his partner Danny Kaye are determined to find the men behind the beating, but before they can a series of gruesome murders begin plaguing the local area. The madam of one of the raunchiest whorehouses in Olongapo is found dead behind the bar where she runs her business. She is left nailed to a wall, and blue contact lenses are glued to her eyes. Soon, a young sailor is found in the same manner, and as the days pass more victims begin turning up, both prostitutes and their military clients, all crucified and with the eerie blue lenses attached to their eyes. Along with the current murders, Darvell is still pursuing leads on the young sailor's attack, and the two cases begin to show a common thread, as Darvell begins receiving taunting notes from the killer. When Darvell meets Anne Glover, a nurse assigned to the Naval Hospital, they begin a passionate, whirlwind romance that will take them where neither thought they could ever go. When a murdered prostitute shows up on the island of Okinawa, 900 miles away from the previous killings, the two agents make the long trip and discover an eerily similar murder, along with a suspect, an Air Force office clerk with a bad attitude towards women. Agent Kaye will also meet and become involved with a young woman serving at the air base. The pair will return to Subic Bay without any further leads on the case, and they team up with a well- known local Philippines police officer nicknamed Willy. Between the three of them they will attempt to put all the pieces into place, and when the puzzle finally begins to come together, what they find will destroy everyone and everything they have come to know and trust.
