A teenage prostitute, illegal drugs and a mysteriously missing gun leave Mount Vernon Chief of Police Early Moon caught between a pompous boat builder and a vigilante women's movement. As the chief seeks help to solve too many cases, he quickly discovers there are few in Mount Vernon's city government he can trust - and many he cannot. He is woefully understaffed and overworked. Confused by conflicting facts and his mother's frightening, off-the-wall prognostications, Chief Moon is pushed over the edge. He lashes out at those he needs and finds himself isolated.
