Willow Creek appears to be a quiet, small town in the suburbs of Chicago. Last Halloween that quiet was broken when a person was found hung, similar to deaths that stopped 26 years ago. To prevent the murders from happening again, Chief Smith must try to piece to together why the killings stopped and why they started up again. This book introduces characters that begin to uncover the town's dark undercurrent. Racing against the clock, Smith fights his own past and the city council men while trying to save a life in the present. There are several short stories that also take place in Willow Creek at the end of the book.
