The Bellwethers tells the story of Christopher Winslow, a charismatic criminal with diabolical ambitions of controlling a quasi-religious cult. The story is narrated by Frank, Chris' best friend and partner. Beginning with their arrest for a brutal assault and following their rise as criminals, Frank is beset by doubts and fears as he witnesses his oldest friend's rise to power and eventual descent into a maniacal demagogue. He must decide between his loyalty to Chris and the love he has for Gwen, a beautiful reporter obsessed with exposing Chris's true nature.
