Graphic artist Caitlyn Jamison is in Ingram Bay, Virginia, to interview with a potential new client. When the interview ends, she learns about skeletal remains that were discovered in conservation land adjacent to her parents' new home. Caitlyn's sense of justice takes over. She is determined to identify the victim, find out why the girl was killed, and by whom. She talks with the medical examiner, interviews suspects, sets up a crime board and against all advice she pursues the case. In the meantime, Sheriff Ethan Ewing has his own case to solve. He does not want Caitlyn to know he has taken a job with the FBI, at least not yet. He is sent to Ingram Bay on a suspected kidnapping case. Tension increases as he is faced with kidnapping, missing agents, possible terrorist activity, and the fact that he can't tell Caitlyn where he is or what he is doing. Their investigations are not without peril, and when Caitlyn and Ethan team up, they realize the quaint town of Ingram Bay, Virginia, is full of secrets.
