The new empire of Phronesis has risen, under the rule of the Apex. Uppers live a life of wealth and luxury in the Ten, cities that were rebuilt after the great disasters, while the Lowers struggle to survive under strict wage restrictions and the tyranny of the Arm, the Apex's police force. Hanesford Fairfax is the security manager for Captain Mannex O'Malley's Marvel of Human Oddities, a traveling sideshow that also operates as contraband smugglers. When his boss accepts a job for the biggest mob king in the Northern Flats, it's business as usual. Sway is running from more than just her demons.
