Amidst the turmoil stirred by anti-war protests and race riots of the late 1960's, a few citizens desperately believe that the criminal justice system needs their help. Their brutal and clandestine operations are carried out under the guarded auspices of a loosely functioning band discreetly calling itself The Committee. Sick of seeing violent criminals escape proper punishment, often based on legal "technicalities" and soft treatment by lenient judges, The Committee makes it their business to set things right.
Although members of the covert group feel they perform a valuable public service each time they mete out extra-judicial punishment, their solution is often worse than the problem - like when a couple of unkempt Vietnam Veterans hitch-hike into town. Sometimes looks can be deceiving - especially in a world where criminals view themselves as heroes.
Purely by chance, state trooper Dan Wilde, after nearly losing his life, becomes a team leader, working to defeat the band of vigilates. However, a handful of the men responsible for many of the recent horrific acts of The Committee are standing closer than he knows. At the request, cooperation and approval of higher law enforcement authority, Dan and his companions work to restore proper authority and justice.
