With help from a local hustler he finds just the man: involved in several business and publishing activities, and also active in do-gooding as a car-salesman type of preacher. But then it turns out that he is also the secret owner/operator of what is the most successful massage parlor in Vegas. Open and busy 24/7, the downtown business offers scantily-clad massage girls, who charge fees for exactly what the customer desires.
