In the first five chapters the narrator describes how the US government took the town of Innsmouth following the complaint of the facts that he witnessed there. He tells how he discovered the existence of the people while searching for the cheapest way to get to Arkham, how became interested in it for cultural reasons and how, gathering information about the town and its inhabitants, stumbled with suspicion both marked with certain nuances superstitious and even racist. Still he decides to travel to Innsmouth. The second chapter focuses on the description of the people from the bus that travels like a crumbling, filthy place, deserted streets and whose inhabitants show an unusual aspect called "Innsmouth look".
