A continuation of the story in ""Forty Thieves." The main characters--David Morgan, Jean-Jacques Pelletier, Peter and Marianne DaSousa and Kate Macleod still lead the plot which focuses on the threats to the development of the newly oil-rich emirate of Al-Khali by terrorism and the anti-terrorism efforts of the Americans and their local and third country counterparts. The title asserts that several persons, both Al-Khali and U. S., are expelled for personal misbehavior and official malfeasance. The romance between Morgan and Kate MacLeod continues, but with some difficulties. Pelletier establishes a liaison with a French woman journalist.
