She hopes that the candles lit nightly in every villager's window will bring angels to cure her best friend Clara who is blind and ill. When Frankie, a midget, and his sidekick Gregor, a giant, arrive across the impassable bay, Lucy mistakes them for the godly messengers she's been praying for. Far from holy, the duo are on a mission to deliver a child back across the bay to their boss, icy Madam Moon, who runs a fish factory staffed with orphan children who work by day and play at her carnival by night.
