Fox, Weasel, Pitbull, and Owl are code names for a clandestine group of neo-conservatives who think of themselves as guardians of the American way. They have read Machiavelli's THE PRINCE and subscribe to the principle that the end always justifies the means. These men have come together to change the course of history. The President, the man they serve, is weak and cowardly... "a cancer on the government", and they have gathered in a cabin near Blain, Pennsylvania where plans to eliminate the president and blame Canada for the deed are discussed. Daniel Jonathan Ross, the Owl, who is against the plot, makes a secret recording of the meeting. Fox learns through a wiretap of Ross's intentions and orders him killed. The Fox does not stop there. He is convinced that Ross passed on the information to members of his family and that other copies of the recording exist. A pack of ruthless undercover agents is unleashed to recover the recording. In the process, everyone connected to D. J. Ross is eliminated. His parents and his brother Sid are eliminated early on. But Samantha Ross, his sister, a reporter for The New York Times, evades the killers. Samantha joins forces with Jack Trenton, an ex-cop whose daughter was gunned down with Sid Ross for being at the wrong place at the wrong time. Together they try to expose the plot. Will they succeed? Or will they perish like the others?
