Retiring spies LONG and MOSS are held in custody at the Secret Service World Headquarters by Director JIM WATERS, after being implicated in murders ordered by the Agency. In a plea bargain of sorts, they are coerced into running a training camp for criminal recruits. New spy BARRY WATERS murders GOVERNOR BURNS as his first assignment and then embezzles six million dollars meant for the recruitment project. He uses the stolen cash to back a crooked Agency physician "DOC CUTTER", who has a lucrative business dealing in human body parts. Cutter injects bad boy recruits with a brain washing serum to create mindless killing machines. Long and Moss must uncover his treacherous plot, then battle zombie spies to bring Doc Cutter and Barry Waters to justice.
