Reeling from losing some of his board members to a faceless and vicious enemy, Hannibal orders and launches an unthinkable plan of revenge against USATS and The 9-six. Leaders of the G8 are scheduled to meet in Chicago to sign a treaty that would bring stability and security to 3rd world countries. Yet Hannibal sees an opportunity to unleash Roundabout and embarrass USATS. A threat meant to cripple the city for years would be set off in accordance with the G8 summit.
