When a serial killer strikes New York, Detective Frank Sage finds himself pursuing the ruthless madman called 'Phoenix'. With his family torn by divorce, Sage battles his own private demons. Racism and a sense of uselessness torment him, and Phoenix evades capture at every turn. Sage's involvement in the case threatens to shatter his already fragile mental state.
