To eliminate the problem of the ring of massive torus ice-shielded cities in GEO from eventually slowing, crumpling and de-orbiting uncontrolled in the far distant future onto unsuspecting inhabitants around the equator at that time, the uninhabited old cities are being taken apart and their components removed from GEO. But, as always, not all things go smoothly. The aging KESTS bridge is wearing out; and efforts to move the city parts instead to the lunar surface find that remains of the old TANFL rulers still are in power there
