A major goal of his work is toimprove the daily treatment of young incarcerated Americans, with the hope ofpreventing these young people from entering into the Adult Criminal JusticeSystem. Another goal is to improve the training for managers and administratorsof these programs, so employees can be better selected, trained and treated; and they, then can serve as better role models and supervisors for the youth ofAmerica. Most juvenile misbehavior can bealtered and turned in a positive direction, with decent personal treatment andadequate programs for their individual problems. To allow the continuedmistreatment of these youth is to throw away their future and the future of America. Mr. Chance has discovered amultitude of problems within these systems through his investigations, inquiries and handling of thousands of complaints about the abuse, mistreatment, neglect and exploitation of both the youth in these systems; andthe employees who work under unbearable conditions.
