As America's military transforms to defeat current and future threats, could the pursuit of national security unwittingly endanger the very Constitution we are sworn to defend? What future scenarios must America's military be ready for by the year 2020, and what are the implications for the current transformation effort throughout the Department of Defense? This paper explores these critical questions using the scenarios-based future planning methodology described by Peter Schwartz in his book The Art of the Long View: Planning for the Future in an Uncertain World. The intent of this process is to encourage what Peter Schwartz calls an ongoing "strategic conversation.
