By submitting his final report to Attorney General William Barr, describing multiple incidents of Presidential obstruction (or attempted obstruction) of justice, and yet declining to recommend prosecution of the President due to a Department of Justice Office of Legal Counsel opinion letter crafted during Watergate, Robert Mueller instead created a document similar to but far more detailed than the famous "roadmap" submitted by Watergate Special Prosecutor Leon Jaworski, and to the same end: to provide guidance to Congress as to what to investigate, who to call as witnesses, what documentary evidence to review, and how to go about evaluating the President's conduct as part of impeachment proceedings. Will the current Congress have the political will to proceed, using Mueller's roadmap? Only time will tell. For now, Mueller's Roadmap for Congress is available for everyone to read--and judge for themselves what Congress should do next.
