Carol Burnet didn't start off to build an industrial empire but build it she did. Commissioner Harper and his teams set out to find out how one woman could devise and operate a scheme that took companies away from their rightful owners in such a manner that it is was all deemed to be legal and above board. White collar crimes were always going to be difficult to prove, this was certainly the case with this one. The very thought that someone, no matter what their reasons were, should be able to take what was not rightfully theirs was an anathema to all concerned officers. Inadvertently the major case brought to their attention had as usual with such cases, side effects far beyond the initial investigations. The serving and retired officers involved in this case found themselves involved in wide spread electronic business manipulations. This involvement involved them in understanding each other's thoughts and actions so that in the end they became a better team.
