"Sanctuary" is based on a true story. In 1977, Mr. Delmiro Treviño, a U. S. citizen of Mexican ancestry, was profiled, harassed, and nearly arrested by local law enforcement who were working in collusion with the INS (Immigration and Naturalization Service) in Independence, Oregon. The victim was outraged and brought litigation against local law enforcement. In 1987 the former attorney who had represented Treviño and was now a state legislator introduced legislation in the Oregon Legislature to protect people against ethnic profiling. The bill passed and became known as the Oregon Sanctuary Law. Oregon became the first Sanctuary State. Thirty years later in 2018, a local police officer colludes with ICE in the little town of Twin Oaks, Oregon. An alien asylum seeker is arrested and her daughter is sent to an unknown federal detention center without a trace. At the same time, the religious right, xenophobes, and supremacists attempt to repeal the Sanctuary Law in a statewide ballot, Proposition 105. This trickles down to a confrontation between the mayor and his followers against the community. Violence, vandalism, litigation, and community action ensue. Will sanctuary be preserved? Will Oregon values be protected? Will justice prevail?
