The fabled Storyville, the first and only legally define red-light district in the United States, is a rich prize fought over by the vice lord Tom Anderson, the local Mafia and the New Orleans chief of police. Only, the can't conduct all out warfare or that will drive away the customers and kill the golden goose. So, they attempt to out maneuver one another with subterfuge - until Anderson devises a cunning way to bloody eliminate both his competitors.
