A woman is butchered in the streets of Manhattan while residents of a nearby apartment building neglect to call the police. Head Detective Lily Faye and rookie Officer Stilinski of the NYPD join forces to solve a case identical to another murder in the 60's. Their investigation seems cursed from the start.

Rain washes away any biological evidence left at the scene of the crime before Forensics arrives. The only witness on the street is a stoner who never glimpsed the killer. Witnesses from the apartment building give vague, conflicting reports.

The investigation has barely begun when Lily receives an anonymous email warning her to stop hunting the killer. She presses on, more determined now than ever to uncover the convoluted truth amidst a host of unreliable witnesses and defiant coworkers.

Meanwhile, the killer is much closer than she realizes, and he is watching.
